To the Chairman and Members of the Urban District
Council of Dagenham.
Mr. Chairman, Ladies and Gentlemen,
In presenting my report on the Health Services for the year
1934, I would invite your attention to the fact that I assumed office
in October; for nine months, therefore, of the period under review
I was not associated personally with your Health Department.
Circular 1417 issued by the Minister of Health states that the
report for the year 1934 should be an Ordinary report and not a
Survey report; it is therefore purposely less comprehensive than
some of its predecessors.
In January, by arrangement with the County Council, your
Medical Officer of Health was given certain duties which gave him
supervision of health services in the area which formerly devolved
upon the County Medical Officer. This scheme has worked
smoothly and has proved of benefit both to the persons directly
concerned and the County Staff.
The task of taking over administrative control of the Health
Services of Dagenham was lightened by the high state of efficiency
to which they had been brought by Dr. Caryl Thomas and his
Staff, to all of whom I offer my thanks.
Finally, I take this opportunity of recording my appreciation
of the assistance and interest given by the members of the Council.
I have the honour to be,
Ladies and Gentlemen,
Your obedient servant,
CECIL HERINGTON,
Medical Officer of Health.
Public Health Offices,
Becontree Avenue,
Dagenham.
May, 1935.
