8 other observations on five other factory premises showed
for a total of 240 minutes, the emission of black smoke for 20
minutes, moderate 185¾ minutes, and no smoke 34¼ minutes.
Premises and Occupations which can be controlled by
Bye-Laws.
Offensive Trades—Fried Fish Shops.
There are 17 fried fish shops in the district to which a total
of 119 visits was paid during the year. One business was
discontinued and three new ones were established.
Rag and Bone Dealers.
Eight persons were seen to be exchanging toys for rags in
contravention of Section 73 of the Public Health Act, 1925.
Warning letters were sent in each case.
Tents, Vans and Sheds.
At the time of writing this report correspondence is taking
place with the Ministry requesting confirmation of new bye-laws
dealing with tents, vans, sheds and similar structures. On certain
sites in this area there are colonies of caravans and the tendency
is for these to crowd together and thus become potential causes o
ill-health by restricting air space and light between the vans.
A bye-law is sought which will prohibit these vans being placed
less than a specified distance apart.
Mortuary and Disposal of the Dead.
See Annual Report for 1930.
One exhumation was carried out during the year, for transference
of the body of a child from one grave to another. The
arrangements and proceedings were carried out satisfactorily.
In August, 1934, the Council's cemetery at Marks Gate was
opened. The land, comprising approximately 20 acres, set aside
for the cemetery has not yet all been developed, but the religious
denominations have been allocated sites and a cemetery chapel
has been built. Graves may be purchased 1st, 2nd or 3rd class,
according to position.
Schools.
With very few exceptions, the schools in Dagenham are of
modern construction and therefore being equipped with new
appliances do not call for any special comments. There is no
evidence that schools play any part in the dissemination of infection.
