The arrival of an unspecified number of such "casuals" not
only seriously disorganises the work of the clinics, but also greatly
reduces the output of restorative and preventive work which
should be the prime object of the service.

The number of forms issued by Head Teachers for emergency
treatment was 3,102 compared with 2,497 in 1948.
