In 12 houses the water cistern was in an unsatisfactory condition,
without cover, or in an unsuitable place. I have found on
several occasions on bacterioligical examination a considerable deterioration
in the quality of the water coming from cisterns kept
under bad conditions, and the Council have had a card circulated
to householders as follows-
CHISLEH URST URBAN DISTRICT COUNCIL.
WATER SUPPLY CISTERNS.
The Council hereby draw attention to Section 35 of the Public
Health Acts Amendment Act, 1907, which provides that any Cistern
used for the supply of water for Domestic Purposes so placed, constructed,
or kept as to render the water therein liable to contamination
causing, or likely to cause risk to health shall be deemed to
be a nuisance.
Occupiers of houses should therefore see that their water
supply cisterns are in a clean condition, water-tight, properly
covered, and provided with a Valve Ball-tap or inlet pipe securely
fixed to the side of the Cisterns so that the ball-tap shall not be
submerged.
The Cistern should be so placed as to readily admit of inspection.
By order,
H. E. KNIGHT,
Clerk of the Council.
The want of working-class housing accommodation is not
acute, but houses of smaller rentals are needed to meet the requirements
of small wage earners who in bad times now join others in a
house, and thus produce overcrowding.
Refuse Removal is undertaken by the Council in the whole of
the District, and the work has been satisfactorily carried out during
the past year. Reference to Mr. Powell's Report will show the cost
entailed as compared with former years, and other details.
Owing to the increasing amount of refuse to be dealt with
and the ever increasing local difficulty of hiring suitable sites for
refuse disposal, the Council decided to purchase the Whitehorse
Hill brickfields for this purpose. I previously inspected the site
on several occasions, and advised the desirability of acquiring it as
soon as possible.
