The Health Committee is responsible for the collection
and disposal of house and trade refuse, the collection and
sale of salvageable materials and the cleansing and maintenance
of public conveniences.
Refuse Collection and Disposal.
The collection and disposal of house refuse is carried
out by direct labour, and a weekly collection is made. Trade
refuse is cleared from shops and factories by arrangement
with the occupiers. A charge is made for this service, based
on the average quantity to be removed each week.
On several occasions during the year collections were
in arrears due to shortage of labour, and a considerable
amount of overtime had to be worked in order to clear the
area in a week. The rate of pay for ashbinmen is in my
opinion not sufficient to attract suitable men for this type of
work, and towards the end of the year the Council gave
consideration to a bonus scheme which it is hoped will result
in an improved service.
The Council operate a salvage scheme, and waste paper,
textiles, scrap metal etc. are collected by means of trailers
attached to the refuse collection vehicles.
Four new Shelvoke and Drewry Fore and Aft Tippers
were purchased during the year to replace the existing side
loading freighters.
All refuse is disposed of by controlled tipping. The tip
at East Wickham is now filled, and tipping was commenced
at Stone in March, 1960. The average haul to the Stone tip
is 1\ miles as compared with 2½ miles to East Wickham,
and this will, of course, considerably increase the cost of
disposal.
