Barking, Essex.

To the Chairman and Members of the
Local Education Authority.
Mr. Chairman, Ladies and Gentlemen,
I beg to submit my Report for the year ended 51st
December 1939.
At the special request of the Board of Education,
this Report does not describe in detail, as in former years,
the work of the Special Services of Barking, but I am to
advise you that up to the Declaration of War your Special
Services functioned normally and were as set forth in my
Report for the year 1958.
This particular Report deals with the changes in
the Special Services brought about by the war.
