SECTION 2.
SANITARY CIRCUMSTANCES OF THE DISTRICT.
WATER SUPPLY.
Water is supplied to the area by the South Essex Waterworks
Company.
During the year there has been much ado about the cost of
water. Apparently the Waterworks Company have exercised
certain rights to increase their charges, and the operation of the
new Rating and Valuation Act has again varied the assessment
of the water rate.
It cannot be too strongly emphasised that a bountiful supply
of pure water is one of the very foundations of a sound public
health service and must be obtained at whatever cost, and by the
same token a cheap supply of pure water is one of the essentials
-of public health.
RIVERS AND STREAMS.
The Rivers and Streams of the district come w'thin the jurisdiction
of the Essex Sewers Commissioners (who are the Tidal Flush
•and Flood Water Drainage Authority), and the Port of London
Authority, who are the recognised Navigation Authority for the
Thames, as defined by the Port of London Consolidation Act, 1920,
•and who have also certain powers as to the fouling of streams, etc.
RAINFALL.
The rainfall for the year ended December 31st was 18.17 inches.
Rain fell on 221 days throughout the period in question.
