The number of tenements with more than two occupants per
room was in 1911, 398. These had a population of 3,348,
giving the proportion per cent, to population in private families
as 10.8 or in 10.8 of the families of the town, this standard of
overcrowding had been exceeded. It is to be noted that the estimate
of overcrowding given by ourselves was 122 houses in 1914.
