ANNUAL REPORT
of the
Medical Officer of Health for the Urban District
of Barking Town, in the County of Essex,
For the year ended December 31st, 1913.
To the Chairman and. Members of the Urban District Council
of Barking Town.
Gentlemen,
I have the honour to submit the Annual Report upon the
sanitary condition of your district during the year 1913. The
year will always be remarkable as that in which the benefits of
the National Insurance Act came into force, a measure which
should have far-reaching effects upon the public health. Great
activity has also been exhibited in the sanitary administration of
the town, and much accomplished, with a prospect of more to
follow.
The question of planning the outlying districts, under the
facilities of the Town Planning Act of 1909, has received consideration,
and a special Committee formed to draw up a scheme
or schemes. The Local Government Order of 1914 simplifies the
rather complicated procedure under this Act, and material progress
can be expected during the coming year.
