Preference is given to persons residing in the Borough when vacancies occur on the
Council's estates, and preferential consideration is given to families displaced from insanitary
property or those living under overcrowded conditions. During the past year there have
been 76 changes of tenancies in the Council's properties.
Ferdinand Place Estate.
The property on the site upon which this Estate is being developed was the subject of a
Compulsory Purchase Order made by the Borough Council on the 21st February, 1934, which
was coufirmed by the Ministry of Health. The Order affected 45 houses, a factory and a
dance hall. There were 61 families residing in the area with a population of 242 persons,
for whom rehousing accommodation was provided. The site comprises 11 acres. The housing
scheme was carried out by the Council's Architect, Mr. Albert J. Thomas, F.R.I.B.A., and
consists of five 2-room, fifty-one 3-room, forty-seven 4-room and eight 5-room flats, a total of
111 dwellings, comprising 391 rooms, exclusive of kitchens. Dnder the provisions of the
Housing Act, 1930, three blocks of flats will be erected on the estate when completed, named
Harmood House (62 flats), Ferdinand House (31 flats), and Powlett House (18 flats).
The first block of flats completed, viz., Harmood House, was opened by His Worship
the Mayor (Alderman R. F. W. Fincham, f.c.a., j.p.) on the 5th May, 1936. Ferdinand
House was completed in January, 1937.
The population of Harmood House and Ferdinand House is 457 persons, of whom 102
are children under 10 years of age. Powlett House is in course of erection. The accommodation
has been utilised to rehouse families from slum clearance areas and other insanitary
property. The acquisition costs for the site were approximately £14,597 and the building
