large families in poor circumstances is partly mitigated, but no one
imagines that this state of affairs is satisfactory. They are mentioned
in this connection, because we are apt sometimes to look upon the
question of overcrowding apart from the factors which enter into
the causation, and which have more far reaching effects than the
overcrowding itself.

There are no cowsheds in the Borough, all the milk being
produced outside.
