Notes.—Th1s Table 1s arranged to show the gross b1rths and deaths 1n the d1str1ct, and the
b1rths and deaths properly belong1ng to 1t w1th the correspond1ng rates. For years before 1911 some
of the corrected rates probably w1ll not be ava1lable. The rates should be calculated per 1,000 of
the est1mated gross populat1on. 1n a d1str1ct 1n wh1ch large Publ1c 1nst1tut1ons for the s1ck or 1nf1rm
ser1ously affect the stat1st1cs, the rates 1n Columns 5 and 13 may be calculated on a net populat1on,
obta1ned by deduct1ng from the est1mated gross populat1on the average number of 1nmates not
belong1ng to the d1str1ct 1n such 1nst1tut1ons.
* 1n Column 6 are to be 1ncluded the whole of the deaths reg1stered dur1ng the year as hav1ng
actually occurred w1th1n the d1str1ct.
1n Column 12 1s to be entered the number 1n Column 6, corrected by substract1on of the number
1n Column 8 and by add1t1on of the number 1n Column 9. Deaths 1n Column 10 are to be s1m1larly
corrected by subtract1on of the deaths under 1, 1ncluded 1n the number g1ven 1n Column 8, and by
add1t1on of the deaths under 1 1ncluded 1n the number g1ven 1n Column 9.
f The Med1cal Off1cer of Health w1ll be able from the returns made to h1m by the local Reg1strar
of Deaths to f1ll 1n Column 8 1n accordance w1th the rule 1n the next paragraph below. The
Reg1strar.General, e1ther d1rectly or through the County Med1cal Off1cer of Health, w1ll supply the
Med1cal Off1cer of Health w1th the part1culars of deaths to be entered 1n Column 9 ; and all such
deaths must be 1ncluded 1n th1s Column, unless an error 1s detected, and 1ts correct1on has been
accepted by the Reg1strar.General. For Column 4 the Reg1strar.General w1ll furn1sh to the Med1cal
Off1cer of Health, a Statement of the number of b1rths need1ng to be added to or subtracted from the
total suppl1ed by the local Reg1strar.
‡ " Transferable Deaths" are deaths of persons who, hav1ng a f1xed or usual res1dence 1n
England or Wales, d1e 1n a d1str1ct other than that 1n wh1ch they res1ded. The deaths of persons
w1thout f1xed or usual res1dence, e.g., casuals, must not be 1ncluded 1n Columns 8 or 9, except 1n
certa1n 1nstances under 3 (6) below. The Med1cal Off1cer of Health w1ll state 1n Column 8 the number
of transferable deaths of " non.res1dents " wh1ch are to be deducted, and w1ll state 1n Column 9 the
number of deaths of .. res1dents .. reg1stered outs1de the d1str1ct wh1ch are to be added 1n calculat1ng
the net death.rate of h1s d1str1ct.
The follow1ng spec1al cases ar1se as to Transferable Deaths:—
(1) Persons dy1ng 1n 1nst1tut1ons for the s1ck or 1nf1rm, such as hosp1tals, lunat1c asylums, workhouses,
and nurs1ng homes (but not almshouses) must be regarded as res1dents of the d1str1ct 1n
wh1ch they had a f1xed or usual res1dence at the t1me of adm1ss1on. 1f the person dy1ng 1n an
1nst1tut1on had no f1xed res1dence at the t1me of adm1ss1on, the death 1s not transferable. 1f the
pat1ent has been d1rectly transferred from one such 1nst1tat1on to another, the death 1s transferable to
the d1str1ct of res1dence at the t1me of adm1ss1on to the f1rst 1nst1tut1on.
(2) The deaths of 1nfants born and dy1ng w1th1n a year of b1rth 1n an 1nst1tut1on to wh1ch the
mother was adm1tted for her conf1nement should be referred to the d1str1ct of f1xed or usual res1dence
of the parent.
(3) Deaths from V1olence are to be referred (a) to the d1str1ct of res1dence, under the general
rule; (6) 1f th1s d1str1ct 1s unknown, or the deceased had no f1xed abode, to the d1str1ct where the
acc1dent occurred, 1f known; (c) fa1l1ng th1s, to the d1str1ct where death occurred, 1f known ; and
(d) fa1l1ng th1s, to the d1str1ct where the body was found.
