Section 10 gives a more speedy and efficacious way of
recovery of possession of a house in respect of which a closing
order has been made.
New powers are given under Section 11 empowering the
Council if they supply lodging houses, or if they supply
housing accommodation, to provide and maintain in connection
with such accommodation, shops, recreation grounds or other
buildings or land, which, in the opinion of the Board might
serve a beneficial purpose. An authority might, for instance
build a block of artisan's dwellings, with shops underneath,
or provide in connection with artisan's dwellings a plot of
ground for use as a play-ground for children or as a drying
ground for laundry purposes.
Section 12 renders it impossible for landlords and tenants
to agree to contract themselves out of the provisions of the
principal Act, which enacts a condition is implied in letting a
house or part of a house for habitation by the working classes
that such house is at the commencement of the holding,
fit for human habitation.
SANITARY ACCOMMODATION IN FACTORIES
AND WORKSHOPS.
The Secretary of State has issued an order under Section
9 of the Factory and Workshop Act, 1901 (1 Ed. VII. c. 22),
determining what is suitable and sufficient accommodation
for persons in each sex in Factories and Workshops.
The Order prescribes one sanitary convenience for every
25 males, and the same proportion for females, but there are
provisions under which a less proportion is allowed in places
employing 100 or more male workers.
The Order does not apply to the Metropolis, but obviously
it may be taken as a guide, the more especially as the order
agrees with the general practice of the Metropolitan Sanitary
Authorities. For many years it has been considered that
with regard to workshops, insufficient sanitary accomodation
means a less proportion than one convenience to 25 workers.
