made against the freeholder, with £2 4s. 6d. costs. The
freeholder disputes he is the "owner" within the meaning
of the Public Health Act, and has appealed to the Sessions.
The Laboratory—Sale of Food and Drugs Act.
Work in the Laboratory during the quarter has necessarily
been much interfered with, owing to the removal from
the Town Hall and the necessary delay caused by fitting up
new premises. The Laboratory is, however, now in good
order, and the usual number of samples per quarter will be
analysed. Notwithstanding the inconvenience alluded to,
98 samples were analysed, a full list of which is to be found
in Table XII, page 111. Mr. Williams, of 94, Devonshire
Street, Lisson Grove, was fined 40s., with costs, for selling
milk certified to be diluted with 13 per cent. of water.
