be regretted that the London Council constantly in their
policy depart from this great and essential principle of
referring all details to local authorities, and evince a desire
to initiate and carry out themselves the most minute detail
with regard to sanitary inspection; which means an
enormous duplication of officers, and consequent quite
unnecessary expense. It is for the above reasons that the
writer heartily approves of the opposition to the Bill by
the authorities named.
The Laboratory (Sale of Food and Drugs Acts).
The work done under the Sale of Food and Drugs
Acts is presented in a tabular form (page 82); from the table
it will be seen that 155 samples of various articles of food and
drink have been analysed, and that out of these,—four
samples of milk and two samples of butter were certified
to be adulterated.
Prosecutions have been initiated as follows:—
Laura Rowlands, of 14, Bell Street, was fined £2 with
costs for selling milk diluted with 20 per cent. water.
John Evans, of 8 Christ Church residences, was fined
£1 and costs for selling milk deficient in milk fat, to the
extent of 13 per cent.
Richard Pontifex, of No. 29, Upper Marylebone Street,
was fined £3 with costs for selling milk deficient in milk fat
to the extent of 16 per cent.
A sample of butter was certified to contain 20 per cent.
of water. The sample having been taken a few days before
the regulations fixing the limit of water at 16 per cent, had
come into force, no prosecution took place.
Other prosecutions are pending.
