Pott St. shewn on the attached plan, and I find that eighty-four
per cent. of the houses in this area are so dilapidated and decayed
as to be quite unfit for habitation, I am of opinion that their
continued occupation is injurious to the health of the inhabitants
of these houses and the neighbouring buildings.
I say, moreover, that the evils connected with these houses and
the sanitary defects thereof cannot be effectually remedied otherwise
than by an improvement scheme for the re-arrangement and reconstruction
of the streets and houses within the area.
