As indicated above, there is a statutory obligation on the part of all employers to give
notice of their intention to employ office workers. This notification should be given on the
prescribed form, but it has been found as a result of routine inspections that in practice many
employers fail to carry out their obligation. However, apart from the statistical information
provided as to the number and sex of the employees, one is doubtful as to the advantage gained
to anyone by this statutory registration procedure, particularly as in any case it is impracticable
to enforce.
