My Lord Mayor and Gentlemen,.
I have the honour to submit the following report on the work of my Department during the
year 1967.
The question of fluoridation of water supplies is topical and of current interest in view of
Ministry of Health circular No. 24/56 dated 20th June, 1968. On this account I have included as
an appendix a copy of a chapter on "Responsibility in Preventive Medicine" that I contributed
to the book "Ethical Responsibility in Medicine" by Edmunds & Scorer published by E. & S.
Livingstone Ltd., 1967. In this contribution I used the topic of fluoridation of water supplies to
illustrate the complexity of the factors which are involved and affected in executive decisions
and administrative actions.
