RAG AND BONE DEALERS' BYE-LAWS.
An important addition to Public Health powers has been made during 1927 in the form
of bye-laws respecting the business of a rag and bone dealer.
The bye-laws, a copy of which is included in the appendix to this report (Appendix G)
are made under Section 9 of the London County Council (General Powers) Act, 1908, which
empowered the Corporation to make Bye-laws for regulating the conduct within the City
of London of the business of a fish frier, a fish curer, and a rag and bone dealer. The Byelaws
with regard to the two former trades were completed and put into operation some years
ago, but the latter were delayed on account of certain trade difficulties.
REMOVAL OF INFIRM AND DISEASED PERSONS.
The new power which the London County Council are seeking to obtain for London,
which will authorize the compulsory removal to an infirmary or similar institution of infirm
and diseased persons who, by virtue of advanced years or infirmity, are unable to take such
steps as they doubtless otherwise would to secure cleanliness for themselves and their surroundings,
will be of very considerable assistance to public health authorities in some of the
more congested areas of London.
When the City Corporation were asked for views on the proposal, appreciation of its
functions was expressed, although no difficulty had then been experienced in the direction
at which control was sought. Very shortly afterwards, however, a case did occur in which
these powers would have been of very material assistance.
FACTORY AND WORKSHOP ACT, 1901, &c.
Factories, Workshops and Workplaces.— The premises upon the Register number 3,875
in which are included 8,371 workrooms, &c.
There were served 2,016 notices during the year for various purposes under the Acts.
