These ten blocks contain 410 tenements, and are inhabited by 1,133 persons—an average
of 2.7 persons to each tenement.
HOUSING OF THE WORKING CLASSES.
During the year, the opening of Windsor House, Shepherdess Walk, brought to fruition
the energetic efforts of Dr. W. J. Howarth, who, so far back as 1919, reported on the
necessity for the clearing of the unsatisfactory housing area in the vicinity of Hutchison
Street. Although much progress has been made in clearing the area, it is not yet entirely
free from unsatisfactory property. It is satisfactory to observe, however, that no nuisance
now exists on the site, and it is hoped that in a short while the additional block of new
dwellings now in course of erection in the area will be available for the accommodation of
the remaining residents, thus enabling the entire site to be cleared.
The Vine Street area is now cleared with the exception of two houses which will
probably be vacated before this Report is circulated.
Windsor House, referred to above, was erected in accordance with plans prepared by
the City Engineer, Mr. E. E. Finch, M.I.C.E., F.S.I., and is a building of pleasing architecture
containing all the latest improvements, and the site covers an area of two acres.
The centre of the square is a big garden reserved for the use of adult residents.
Every living room looks down on this garden, while round the whole of the site is a
spacious playground for the children. The total cost of the building, including the land,
will be about £116,000, which is being entirely borne by the Corporation without assistance
