ITINERANT ICE CREAM VENDORS.
In the course of the year 21 itinerant vendors were found in the City, only four
less than last year. It was ascertained that in all cases the material they were selling
was manufactured outside the City.
As in the case of the ice cream sold at shops, the same enquiries were made as regards
the condition of the place and mode of manufacture. Two unsatisfactory replies were
received, and although an outlook was kept for these offending vendors, they were seen
no more in the City, the enquiries instituted by the authorities at their place of abode
having probably aroused suspicion and fear of consequences.
One itinerant vendor of ice cream was summoned for failing to exhibit a name and
place of manufacture of the ice cream on the barrow from which he was selling, contrary
to the provisions of the London County Council (General Powers) Act, 1902, Sections
42, 43, and 44.
A fine of 10s. and 3s. costs was imposed.
DAIRIES, COWSHEDS AND MILKSHOPS ORDERS.
At the end of the year there were 639 purveyors of milk registered in the City of
London, as compared with 638 in 1910, an increase of one only.
The sale of milk was discontinued at 32 premises, and the owners' names removed
from the Register ; 33 new premises were added, and 28 changes of ownership
necessitating reregistration occurred.
Section 5 of the London County Council (General Powers) Act, 1908, provides
that any Sanitary Authority in the Metropolis may remove from or refuse to enter on
the Register the names of dairymen or purveyors of milk whose premises are, in the
opinion of such Sanitary Authority, for any reason unsuitable for the sale of milk
thereon. Any person feeling aggrieved by any decision of a Sanitary Authority under
the provisions of this section has the right of appeal within twentyone days from the
date of such decision to a Court of Summary Jurisdiction.
This very necessary Act has had a most beneficial effect in enabling the Authorities
to deal with the sale of milk in small chandler and grocery shops, either by the adoption
of more precautionary measures for the proper storage of milk at such shops, or the
prevention of the sale of milk on such premises altogether.
In two instances during the past year the registrations have been withheld until the
proprietors had constructed a special cabinet in which the counterpan in use was kept.
Both were grocers' shops and quite clean, but the large accumulation of goods stored
about the shop rendered necessary special measures against the contamination of the
milk from dust and other sources of danger.
The walls, ceiling and floor of a registered milk shop were found to be in a dirty
condition ; these premises were in the occupation of a foreigner, who at once complied
with the notice served on him and cleansed the shop throughout, and has since kept the
premises in good condition.
In no instance has a case of infectious disease been reported as having occurred at
a registered milk shop during the year.

Appendix D.
