When the Corporation decided, in 1904, to grant Certificates, it was thought
that many persons would avail themselves of the opportunity, but up to the
present only three Certificates have been granted—two for Kitchens, and one
for a Bakehouse.

OUTWORKERS AND "HOME" WORKERS.
Every effort has been made to give effect to the clauses of the Act respecting
Outworkers, and in no instance was a prosecution necessary.
The Lists due on February 1st and August 1st respectively, were all
obtained by March 2nd and August 22nd. This is satisfactory, more
especially so, as the City has at present to deal with by far the largest number
of outworkers' addresses of any Metropolitan District.
