the autonomy of the City should be reserved in every respect, and the County
Council should have no jurisdiction in any circumstances within the City. It
was further noted that the suggestion contained in the Council's proposals
constitute another amendment of the Public Health (London) Act, 1891, and
the time had arrived when it should be amended and consolidated by the
inclusion therein of the many sanitary enactments introduced from time to
time in the County Councils (General Powers) Acts, and that in future any
public health legislation connected with the Metropolis as a whole should be

The Committee concurred in the views expressed above, and a copy of
these observations were directed to be forwarded for the information of
the Council.
