Of 23 other samples of butter supplied when a "roll and butter" was
purchased, two were found to be margarine. Prosecution followed in each
case, and the offenders fined £5 and 12s. 6d. expenses, and £5 and 17s. 6d.
expenses respectively.
It is not unlikely that the heavy fine of £100 imposed upon an offender
in the City during the previous year has led to the marked decrease in butter
adulteration in 1908.
Butter and Margarine Act, 1907.
This Act, a full abstract of which was given on p. 148 of my Annual
Report for last year, came into operation on the 1st January, 1908.
Section I. (1) of the Act requires that butter factories and any premises on
which milk-blended butter is manufactured, or in which the business of a
wholesale dealer in milk-blended Butter is carried on, should be registered
with the local authority in such manner as the Local Government Board
might direct.
The following are the requirements for the purpose of such registration,
issued by the Local Government Board on the 28th December, 1907:—
(a) The name and address of the owner or occupier making the
application.
(b) The situation of the factory or of the premises on which the
manufacture or the business of a wholesale dealer is carried on.
(c) The name and address, or the names and addresses, of the owner
or owners, or occupier or occupiers, or wholesale dealer, or dealers,
carrying on the manufacture or the business.
(d) Whether the premises are proposed to be registered as
(i.) A butter factory.
(ii.) Premises on which there is manufactured any milk-blended
butter, or
(iii.) Premises on which there is carried on the business of a
wholesale dealer in milk-blended butter.
During the year two butter factories in the City were registered in
accordance with the requirements, and certificates of such registration issued
in due course as directed by the order of the Local Government Board.
The factories referred to are situated at West Smithfield, and Custom
House and Wool Quays, Lower Thames Street, respectively.
