Powers were asked for the more efficient dealing not only with milk that
had been contaminated and likely to cause infectious disease or Tuberculosis in
those consuming it, but also with milk found to be for any reason unsound,
unwholesome or unfit for the food of man. There was a general consensus of
opinion that these former were needed, but there was much difference of
opinion as to the administration of them, and the Corporation and the
majority of the Borough Councils in the Metropolis petitioned against the
County Council being the authority for that purpose as suggested in the Bill.
In the passage of the Bill through the Commons an instruction was given
to the Police and Sanitary Committees that the powers asked for by the
London County Council, which were admitted to be important, should be
entrusted to the City and the Metropolitan Borough Councils, but the County
Council subsequently withdrew the whole of these provisions, Part V. of the
Bill, which was to give power to the London County Council to make representations
to the Local Government Board as to the administration of the
Sale of Food and Drugs Acts, having previously been struck out by
resolution of the House.
HOUSE REFUSE REMOVAL
The Engineer informs me that the refuse removed from the City in 1905
consisted of 31,915 cartloads of street sweepings and slop, and 51,527 loads
of house and trade refuse ; total, 83,442. Of this bulk, 16,222 loads were
consumed by the Destructor at Letts' Wharf; this was only 19'4 per cent., but
the use of the Destructor was discontinued in September, 1905, since which
date all refuse has been removed by barge.
