6. The revised Regulations for Dairies and Milkshops, which came into
force in September, 1903, have been found in practice to work with good
results, and it is satisfactory to find that purveyors of milk throughout the
City are co-operating in their proper observance.
7. The severe criticism of Municipal Bodies by the President of the
Local Government Board on 11th June, 1903, when he is reported to have
stated in the House of Commons that in the administration of the Adulteration
Acts " there had undoubtedly been a want of activity in London, and
"his business was to urge the Municipal Authorities in London to do their
"work properly," cannot apply to the Corporation of London.
Both in 1902 and 1903 one sample was examined for every 21 persons
resident in the City.
In 1902 the proportion in the Metropolis and England and Wales was 1 in
252 and 1 in 450 respectively. The figures for 1903 are not yet obtainable.
From a return presented to the London County Council in December, 1903,
we learn that in London in the previous year 18.4 milk samples were taken to
each 10,000 of the population, whereas in the City 236.3 samples were
examined for every 10,000 of the inhabitants. From the same return we
find that in 1902 the percentage of adulterated milk samples was 15.6 in
London, against 13.2 in the City, and this latter figure was further reduced
to 11.6 in 1903.
