"9. Preparing Annual Report of Medical Officer of Health for
" Secretary of State on the condition of workshops in the City.
"10. Indexing Letter books, Register of workshops, Register of
"sanitary work done, Inspector's note books, Diaries, Register
"of notices served, &c.
"I have therefore to recommend that, in addition to your present Staff,
" two Inspectors be appointed, and one Junior Clerk.
"This may seem a large addition to the Staff, but it certainly is the
"minimum required, if the Act is to be properly and efficiently carried out
"within the limits of your jurisdiction."

"The Act which was passed in the last Session of Parliament to amend and
"consolidate the existing Factory and Workshop Acts having made considerable
"changes in the duties of Local Authorities with regard to factories, workshops, and
"workplaces, the Secretary of State has thought it would be useful if he circulated to
"Local Authorities a memorandum showing exactly what their duties will in future be,
"and calling attention to the alterations and additions made by the new Act.
"Two copies of the memorandum which he has drawn up for the purpose are
"accordingly enclosed for the use of the Council and its Officers, and with them copies
"of the abstract of the Act which is required to be affixed in workshops, and of the
"Order of the Secretary of State on the subject of Home Work, which is referred to in
"part (iv.) of the memorandum.
