ESCAPE OF STEAM FROM SEWERS.
Attention having been called to the escape of vapour from the sewer
ventilators and gullies in Aldersgate Street, opposite the Post Office, the
matter was specially investigated, and Mr. Engineer caused observations of
the temperature of the discharge into the sewer to be made. These showed
that on consecutive days, while the temperature of the flow in the sewer was
84°, that of the discharge was 94° and 108° respectively.
While it was clear that the escape of steam into the street was most
objectionable, and likely to frighten horses, there was not sufficient evidence
for your Medical Officer to furnish a Certificate that it was "a nuisance
injurious or dangerous to health" within the meaning of the Public Health
(London) Act, 1891, and therefore no proceedings could be taken under that
Statute.
OFFENSIVE TRADE.
An instance of an offensive trade, viz., that of a fellmonger, was discovered
to be carried on within the City in the neighbourhood of Smithfield (without
the sanction of the Corporation). Notices were served, with the result that
the nuisance arising from the drying of hare and rabbit skins was abated.
The owner's representatives also gave an undertaking that in future no skins
should be dried upon the premises in question, that all skins purchased should
be removed within twelve hours, and that the business should be removed
from the City before the end of the year.
The owners of this place having failed to obtain from the Corporation
permission to establish a new business of this character, had rendered themselves
liable to a fine of £50, and a further penalty of £50 for each day
during which it was conducted.
The above undertaking having been carried out, no further proceedings
were necessary.
DANGER FROM POWDERED MICA.
My attention was invited by the Commissioner of Police to the proposed
use of powdered mica as confetti during the Coronation festivities. I pointed
out the danger to eyesight incurred by the use of such material, and steps
were taken to prevent its use.
TENEMENT HOUSES.
The houses let in lodgings or occupied by members of more than one
family have been re-surveyed.
