As mentioned earlier, since about 1750 London has attracted ' foreigners ', ranging from
those born in other parts of the United Kingdom to those genuinely foreign born. Unfortunately,
the number of London born residents will not be known until publication of the
Report on Usual Residence so that, at present, the number of immigrants from other parts of
the United Kingdom cannot be assessed—in 1951 it was 27 per cent. As regards those born
outside the United Kingdom, this country has traditionally been generous in its acceptance
of foreigners either as refugees or as persons seeking employment. Over the years this unrestricted
entry to the country has been modified by Alien's Restriction Acts beginning in
1914 and more recently by the Commonwealth Immigrants Act, 1962. Nevertheless, there
is now in this country, in London in particular, a considerable number of persons who
were not born in the United Kingdom—in London they number 506,913 (16 per cent.); of
120
