the removal of numerous nuisauces. The reports bear testimony to the success which has attended
the efforts made during 1903, but in several a desire is expressed for greater powers, such as the
Council had desired to obtain from Parliament in the last session.
The following table shows, for several districts in which the details can be stated in
tabular form, the number of premises which were subject to inspection and the number of inspections
and notices served.

Outworkers.
The Factory and Workshop Act of 1901 provides that in certain trades, to be specified by
the Home Secretary, the employers shall twice a year, i.e., on 1st February and 1st August, send
to the sanitary authority lists of the outworkers employed therein. The sanitary authorities
receiving these lists communicate to other authorities the addresses of outworkers living in their
districts. The following trades have been specified by the Home Secretary—
The making, cleaning, washing, altering, ornamenting, finishing and repairing of
wearing apparel and any work incidental thereto.
The making, ornamenting and finishing of lace, and of lace curtains and nets.
Cabinet and furniture making and upholstery work.
The making of electro-plate.
The making of files.
Fur-pulling.
The making of iron and steel cables and chains.
The making of iron and steel anchors and grapnels.
The making of cart gear, including swivels, rings, coops, gem buckles, mullin bits,
hooks, and attachments of all kinds.
The making of locks, latches and keys.
The number of lists received and the number of outworkers to which they relate, with
other particulars, are shown for 17 districts in the following table—
