* The crude death rate of the area is multiplied by the factor 1.01 in order to make it comparable,
from a mortality point of view, with the crude death rate of the country as a whole, or with the mortality
of any other local area, the crude death rate of which should be similarly modified with its own factor for
the purpose.
The necessity for the application of this factor arises from the fact that the populations of all areas
are not similarly constituted as regards the proportions of their sex and age group components. Crude death
rates fail as true comparative mortality indexes in that their variations are not due to mortality alone, but
arise also from differences in their population constitution, the two elements being combined in indistinguishable
proportions. The factor may be said to represent the population handicap to be applied to the area.
Applied to St. Pancras, the death rate of 11.5 per 1,000 of population is adjusted by the comparability
factor of 1.01 to 11.6 per 1,000 of population.
