SMOKE ABATEMENT.
242 observations of chimney shafts were made during the year and 6 notices were
served. There were no prosecutions.
The Public Health (Smoke Abatement) Act, 1920, came into force on July 1st,
1927. The term "smoke" is now extended to include soot, ash, grit and gritty particles; the
penalties for non-compliance with the Act are increased, and power is given to local authorities
to make by-laws regulating the emission of smoke. The Authority for this purpose, for
the Metropolis, is the London County Council, but by-laws under this Act have not yet
been made.
In connection with the above subject, a number of complaints were received during
the year with reference to the quantity of dust which was discharged from the works of a
firm manufacturing materials for road construction. In consequcncc of representations which
were made, the manufacture of the materials concerned has now been transferred to other
works in a more isolated situation outside the Borough.
