At the end of 1927 there were 203 families in receipt of milk through the Council's
scheme. 233 new families were added to the list of recipients during 1928, and at the end
of 1928 there were 156 actually in receipt of milk. As will be seen from the table above,
there were supplied in 1928, 74,744 pints of milk free and 12,167 pints at half-price, at a cost
(o the Council of £1,186 3s. 4d., half of which sum is repayable by the Ministry of Health.
This figure does not include the cost of administration. The Council passed a resolution in
July that 7½ per cent. be deducted from the accounts of all dairymen supplying milk under
the Scheme if of the value of £2 or over monthly. The effect of this has been to reduce the
cost of milk during the last four months of the year by about 2 per cent. The net figures for
these months appear in the above table.
Inquiries were made by the Women Sanitary Inspectors and Health Visitors, if there
was any doubt as to the circumstances of the family.
The scale in use in making the grants is based on weekly income and was drawn up by
the Council in 1922. It was discontinued in April, 1928, and a new scale brought into use in
consequence of a recommendation by the Minister of Health that the scale should be brought
into accord with the fall in the index figure of the cost of living.

Families in receipt of less income than that indicated in the table would be entitled to
receive milk. The working of the scheme has been fully indicated in previous annual reports.
Public Health Officers of the Local Authority.
A complete list of the above, including both whole and part time officers, is given on
pages 6 and 7.
The undermentioned changes in the staff occurred during the year:—Dr. M. J. Pirret
resigned her appointment as Medical Officer in charge of the Ante-natal Clinic at Ampthill
Square Centre.
Dr. Albert J. Clarke appointed to the above position.
Mr. E. W inchester was appointed Sanitary Inspector on May 25th.
