5. Approval of Dispensaries.
The Board's approval of dispensaries under the provisions of the National Insurance
Act, 1911, will usually be given subject to the following conditions:—
(a) That the dispensary will be open to inspection at any time by any of the
Board's officers or inspectors ;
(b) That such records will be kept in connection with the dispensary as the Board,
after consultation with the Insurance Commissioners, may from time to
time require ;
(c) That the Board will be informed of any proposed change in the ownership
or management of the dispensary, and of any proposed alteration in or
addition to the medical staff of the dispensary; and
(d) That any rules which the Board may find it necessary to make in regard to
dispensaries in London will be complied with.
6. Residential Institutions.
The Board understand that the London County Council are prepared to provide or
arrange for the provision of the residential accommodation required for the treatment
both of insured and uninsured persons who are suffering from tuberculosis subject to the
condition that in the case of issured persons the cost of treatment will be borne by the
Insurance Committee. Arrangements should be made for forwarding to the London
Insurance Committee all recommendations made by the medical officers of dispensaries for
treatment of insured persons in residential institutions. Copies of these recommendations
and recommendations in regard to uninsured persons should be forwarded to the London
County Council.
In conclusion the Board wish to urge on the Borough Council the importance of
completing their dispensary arrangements as early as practicable, and of co-operating
in every way with the London County Council in formulating and carrying out the
scheme for the Borough. Six additional copies of this Circular are enclosed for the
use of the Borough Council, and further copies may be obtained, if desired, by
application to the Board.
I am, Sir,
Your obedient Servant,
H. C. MONBO,
The Town Clerk. Secretary.
In their circular letter to the Borough Council of the 11th December, the
London County Council laid down certain conditions under which they will be
prepared to make grants (to the extent mentioned above) in respect of the
dispensary treatment of uninsured persons suffering from tuberculosis. These
conditions are in the main on the same lines as those suggested in the letter
of the Local Government Board set out above.
It is anticipated that the cost of the similar treatment of insured persons
will be met from insurance funds.
At the end of 1913 the Borough was provided with two well-equipped
tuberculosis dispensaries, viz., the St. Pancras Dispensary, Oakley Square,
and the newly completed tuberculosis dispensary at University College
Hospital. This is in addition to the ordinary out-patient departments of
general hospitals, of which the chief are University College Hospital, the
Royal Free Hospital, the London Temperance Hospital, and the North-West
London Hospital; there are also others just outside the Borough boundary.
