On the 8th April, 1908, the Public Health Committee reported to the
Borough Council as follows:—
Your Committee are of opinion that, while the Council should adhere to
their resolution of the 9th October last, adopting the Exemption Clause in
question, which has since been approved by the Local Government Board, the
houses in Lulot, Retcar, and Raydon Streets, to which reference is made in
the above report, should be subject to periodical inspection by the Sanitary
Officers of this Authority.
Your Committee recommend—
(a) That the Council do adhere to their resolution of the 9th October,
1907, adopting the Exemption Clause in their By-laws relating to
Houses Let in Lodgings, as set out above in the second paragraph
of the foregoing report of the Medical Officer of Health.
(b) That the houses in Lulot, Retcar, and Raydon Streets be entered
on the Inscribed List for periodical inspection by this Authority's
Sanitary Officers.
(c) That a copy of the Medical Officer of Health's report as above,
and the Council's decisions thereon, be forwarded to the Local
Government Board and to the London County Council.
These recommendations were approved and adopted by the Borough Council.
Water Supply to Tenement Houses.—In Part VI. (Legislation) will be found
set out lection 78 of the London County Council (General Powers) Act, 1907,
as to water supply in tenement houses. The section empowers the Sanitary
Authority to require water to be supplied on the storey or one of the storeys in
which the rooms or lodgings in the separate occupation of each family arc
situate in a tenement house.
Cooling Accommodation in Tenement Houses.—In the London County Council
(General Powers) Bill, 1908, Part III., clause 20, it is proposed to empower
Sanitary Authorities to require sufficient and suitable accommodation for the
cooking of food to be provided for each family occupying a tenement house.
(c) Underground Dwellings.—At the end of the year there were on the
Register 478 underground rooms which had been illegally occupied as dwellings,
and had been ordered to be closed, and of which 38 inspections had been made,
and 10 re-inspections after notices served. Time is allowed to the occupants of
these rooms to find rooms elsewhere, and during the time allowed the illegally
occupied rooms are kept under observation, and the number vacated or otherwise
occupied ascertained and reported. The houses in which these dwellings are
found are added to the register of registered tenement houses.
(d) Common Lodging Houses.—There are 19 Registered Common Lodging
Houses in St. Pancras, and these are supervised by the London County
Council, including the one Salvation Army Shelter in South. St. Pancras.
Rowton Houses are not so registered; of these there are in St. Pancras, one at
the southern end of King's Cross Road in South St. Pancras, and another at
the northern end of Arlington Road in West St. Pancras.
