By the regulation as to competency framed by the Local Government Board
dated 7th March, 1900, it is provided that every person appointed on or after
the first day of January, 1900, to the office of Public Analyst, shall furnish
such proof as we may deem sufficient of his competent skill in and knowledge
of (a) analytical chemistry (b) therapeutics, and (c) microscopy. Tf this
Regulation of the Board were so amended as to read " the office of Public
Analyst shall furnish such proof as we may deem sufficient of his competent
skill in and knowledge of—in the case of a chemical analyst (a) analytical
chemistry (b) therapeutics, and (c) microscopy; and in the case of a bacterialogical
analyst (a) analytical bacteriology (b) physiology, and (c) pathology ";
then bacteriological as well as chemical analysis would be brought within the
Sale of Food and Drugs Acts.
Some of the larger cities have obtained, and others are obtaining, powers for
examining such unwholesome foods, and excluding them from distribution and
consumption within their areas. The extension of such powers to urban and
rural districts by the suggested amendment of the Food and Drugs Acts
would enable the smaller authorities not only to better control the milk and
meat distributed in their districts, but also to assist and advise dairy farmers
and others in improving the wholesomeness of the milk and meat produced
within their respective areas.
