j. That corridors, or lobbies, within the building, whether external or
internal to the dwellings, are all properly ventilated, and sufficiently lighted as
far as practicable.
k. That every internal court, open at the top and surrounded on all sides and
situated wholly, or in part, within the building, is ventilated by a permanent
opening, or openings, to the external air at the lower end—such opening, or
openings, being of an area at least equal to l-20th the internal area of the court.
I. That the drainage of the premises is in accordance with the Regulations
and Bye laws recognised by the Authority, within whose jurisdiction the
premises are situated.
m. That accommodation for clothes-washing is provided, sufficient for the
number of persons inhabiting the house.
N.B.— In no case should a Medical Officer of Health examine a house (with
separate dwellings), with a view to granting a certificate as to the aocommodation
and sanitary condition, as required under Section 11 of the Revenue Act, 1903,
until he is satisfied, as advised by the Local Government Boaid, that the house
in question comes within the section of the Act.
It was also resolved—
"That a representation be made to the Local Government Board, urging
that it is desirable that the plans of a new building intended to be constructed
for occupation in separate dwellings, at rentals within the limits of Section 11
of the Revenue Act, 1903, should be submitted to the Medical Officer of
Health before the building is erected, in order to avoid subjecting the Owner
to the risk of a refusal of a certificate by waiting until after the completion of
the building."
(g) Housing of the Working Classes Act?. Part I.—Area No. 1 Somers Town.
1.— (a) Church way Scheme.— In continuation of the previous Annual Reports
on this subject, Wellesley, Somerset, and Seymour Buildings are fully occupied,
but the new roadway of Church way still awaits the removal of 146, 148, and
150, Euston Road fur the purpose of opening the roadway into Euston Road
and converting the cul-de-sac into a thoroughfare.
Part II.—Area No. 1 Somers lown (continued).
1.—(b) Part of area west of Chalton Street and north of Drummond Street
line.— The houses here were dealt with individually under the Public Health
Act some years ago.
1.— (c) Part of area east of Chalton Street.— In continuation of the history
of the Chapel Grove and Eastnor Place Improvement Schemes, 1890, Amendment
Schemes, 1901, as related in the Annual Reports yearly since that of
1900, a further Inquiry was held by the Local Government Board in April,
for the purpose of amending the schemes.
1.— (ci) Chapel Grove Scheme.— The further Inquiry in April into this
scheme was mainly for the purpose of including three houses at the north end
