It was apparent at an early stage of the outbreak that mild and modified
cases were spreading the disease. Some because they were regarded as of no
consequence and medical advice was not sought, others because the relatives
formed their own opinions that the person was only suffering from a harmless
eruption and did not require medical treatment, others again, because when
advice was sought they were regarded by some medical practitioners as
suffering from Chicken-pox. In these circumstances your Borough Council
adopted the notification of Chicken-pox on the 25th September, the Order
coming into force on the 12th October, with the object of impressing upon
the public the danger of lightly regarding skin eruptions at such a time, of
providing a penalty for the wilful concealment of Chicken-pox, of inciting
medical attendants to exercise additional caution and circumspection in the
diagnosis of certain symptoms and eruptions occurring in persons not
vaccinated within ten years, and of requiring all medical practitioners to certify,
