repairing of wearing apparel and any work incidental thereto (as in the
said section specified); the making, ornamenting, and finishing of lace and
of lace curtains and nets; upholstery work ; and fur-pulling.
The lists of out-workers required to be kept by Section 107 and the copies
thereof are to be kept and made in the form and manner and with the
particulars shown in the schedule annexed to the Order. The Order of
March 23, 1898, relating to lists of out-workers is revoked.
Section 111.—Domestic factories and workshops are exempt from the requirements
of the F. & W. A. as to means of ventilation, drainage of floors,
and thermometers. (See also next section.)
Section 112 annuls the exemption granted by the preceding section in
domestic factories and workshops where any manufacture or process is
carried on which has been certified by the Secretary of State to be
"dangerous."
Section 113 empowers the Secretary of State to give notice as to the
provisions of the Act which are to be enforced in domestic factories and
workshops.
Section 114.—Straw-plaiting, pillow-lace-making, glove-making, and any
other light handicraft specially added to the list by the Secretary of
State, when carried on for profit in any private house or room, are not to

Section 127.—Notice of the opening of a new factory or workshop is to be

of such opening.
Section 129 requires the occupier of every factory and workshop to keep a
"general register," in which are to be entered particulars of children and
young persons employed therein; of the periodical limewashing ; and of
other matters.
"Where any entry is required by this Act to be made in the general
register, the entry made by the occupier . . . shall, as against him, be
admissible as prima facie evidence of the facts therein stated, and the
failure to make any entry so required with respect to the observance of
any provision of this Act shall be . . . evidence that that provision has
not been observed."
It is not clear whether the district council has the power to demand the
production of the register, except possibly as regards limewashing of
bakehouses under Section 26 of the Health Act. The words" or otherwise"
in Section 125 of the Factory Act are, however, so comprehensive
