2.—That the demolition or re-construction, or the re-arrangement of
the said buildings or some of them, is necessary to remedy the said evils.
3.— That the said area and the site thereof is too small to be dealt with as
an unhealthy area under Part I. of the Housing of the Working Classes Act,
1890.
4.—That Mr. Keith Downes Young, of 17, Southampton Street, Bloomsbury,
be directed to prepare a scheme for the improvement of the said area, and
submit it to the Health Committee for consideration, and report to the Vestry
at the earliest possible date.
FACTORIES AND WORKSHOPS.
In the Annual Report for 1891, I recited the sections of the Public Health
(London) Act, 1891, referring to factories, workshops, and work-places, and
the powers and duties of Sanitary Authorities in regard to them.
Iu the Annual Report fcr 1892, I recited the Order of the Home Secretary
in reference to lists of outworkers in certain trades.
When a complaint has been made in reference to any factory, workshop, or
work-place, it has been punctually attended to, and any nuisance, defect, or
infringement promptly remedied. Any attempt to systematically inspect all
work-places in St. Pancras—from premises to premises, upon the principle of
house-to-house inspection, would require, if the inspections were made twice
a-year, a very large increase in the staff of your Inspectors. House to house
inspection is of more importance than inspection from work-place to workplace.
Bakehouses.
The bakehouses have been systematically inspected twice in the year, and
notices served where necessary. In order to obtain a complete record of the
condition of the bakehouses, it will be necessary to obtain information upon
all the following points: —
Address.
Name of occupier; if vacant, date when closed.
Distance of the floor of the bakehouse above or below ground level.
Height of bakehouse.
Width.
Length.
Deductions for fittings and furniture.
Cubic capacity of' bakehouse.
Position of the ashbin with regard to the bakehouse.
Position of the urinal (or place used for this purpose) and sink with regard
to the bakehouse.
Position of the W.C. with regard to the bakehouse.
If the draw-taps be not on the main, the situation and cleanliness of the
cistern.
Disconnection of the W.C. water supply from the cistern, if supplying
draw-taps.
Number and situation of any drain-openings within the bakehouse,
Flooding or back flow from any drain-openings within the bakehouse, and
the dates of occurrence.
