VI.—LEGISLATION.
Housing of the Working Classes Aft, 1890 (53 & 51 Vic., c. 70.)
Part I. of this Act deals with unhealthy areas, Part II. with unhealthy
dwellings and obstructive buildings singly, and Part III. with working class
lodging-houses. A summary of the Act is contained in the Annual Report of the
Chairman of your Health Committee.
Infectious Disease (Prevention) Act, 1890 (53 & 54 Vic., c. 34).
This Act provides for various measures in connection with the prevention of
disease: amongst others, for the inspection of dairies and animals therein, and the
prevention of the sale of infected milk; for expediting the disinfection of infected
premises and their contents; for expediting the burial of persons dying from
infectious diseases, for facilitating the deposition of the bodies in mortuaries, for
preventing their removal from mortuaries and hospitals, and for disinfecting
conveyances used for carrying infected corpses; for detaining in hospitals infected
persons without proper lodging or accommodation to receive them on discharging
themselves; for prohibiting infectious rubbish to be cast into ashpits without
previous disinfection; and lastly, for providing temporary shelter for persons
compelled to leave their dwellings during disinfection.
Customs and Inland Revenue Act, 1890 (53 Vic., c. 8.)
Section 26 (2) provides for the discharge of the assessment of inhabited house
duty from artizan dwellings within certain limitations defined in the Act. But
the definitions and limitations at present existing are difficult to comprehend, and
require further elucidation and legislation to make them operative.
