ATMOSPHERIC POLLUTION AND CLEAN AIR
Progress continues to be made in implementing the Clean Air Act,
1956. In addition to the three Smoke Control Orders already made
by the Council, a fourth Order has been submitted to the Minister
of Housing and Local Government for his approval. The preliminary
survey of the proposed Smoke Control Area No. 5 has been completed.
On the following page there is depicted a map of the Borough
showing the areas already covered by Smoke Control Orders and
the areas in which it is proposed to make Orders in future years.
In accordance with the provisions of Section 12(2) of the Clean
Air Act, 1956, six notices were served in connection with premises
within the Council's third Smoke Control area, requiring works of
adaptation to fireplaces.
These works were considered necessary in order to avoid contravention
of the provisions of Section 11 relating to offences in Smoke
Control areas.
Furnaces
Under Section 3 of the Clean Air Act, application may be made to
the local authority for prior approval to the installation of a furnace.
Seven applications, together with plans or specifications, were received
during the year and as the Council was satisfied that the proposed
installations conform with the provisions of the Act, approval was
given in each case.
Notices of intention to install a furnace were received in respect of
13 premises, in accordance with the provisions of Section 3(3) of the
Act.
Measurement of Atmospheric Pollution
Daily readings of the concentration of smoke and sulphur dioxide
(S02) in the atmosphere were continued during the year at the five
stations in different parts of the Borough where recording apparatus
has been set up, and as in the previous year, a record of these readings
for the year under review is given in Table I.
A comparison of smoke and S02 concentration for the past two
years is shown in Table II.
