(2). Cream sold as Preserved Cream.
Instances in which samples have been submitted for analysis
to ascertain if the statement on the label as to preservatives was
correct:—
(1). Correct statements made 18

(b) Determinations made of milk-fat in cream sold as
served Cream :—
(1). Above 35 per cent 18
(2). Below 35 per cent 0

(c) and (d). In each of the 18 samples procured as Preserved
Cream the provisions as to labelling were duly observed.
(3). Thickening Substances Nil.
(4). Other Observations.
It will be noted that all the cases taken under the Regulations
were either dismissed by the Magistrate, or withdrawn at his
suggestion, with the exception of one case, in which the defendant
was ordered to pay 23s. costs.
I append letters from the Solicitor to the Council, dated
8th December, 1913, and 31st January, 1914, in which he mentions
the difficulties which have arisen in securing convictions under the
Regulations.
In this Borough, as will be seen from my Annual Report for
1912, pages 240 and 241, all the registered milk and cream sellers
were warned by circular and a copy of the Regulations was enclosed.
It could not therefore be said that they were ignorant of the existence
of the Regulations, but in spite of this fact, the Magistrate dismissed
some of the cases and suggested that the others should be
withdrawn.
