It is with much pleasure we express how highly we value your able
advice and guidance in settling the transfer of the officers of the District
Board and the division of assets between the two Boards.
Your services also to the New Borough when it was formed were of
the greatest possible aid to the Council in making the numerous arrangements
which became necessary under the provisions of the London
Government Act of 1899, and more especially in effecting a uniformity
of Rating and administration throughout this Borough, and in the
amalgamation of the five ancient Parishes of Clapham, Putney, Streatham,
Tooting, and Wandsworth into one civil Parish; and from that
time to the present you have continued to carry out your multifarious
duties, official and social, in a most assiduous and genial manner, thereby
not only winning the admiration of the Count il but of everyone whom
you have had to meet in the pursuit of your offkial calling.
The notable fact that you were elected Chairman of the Metropolitan
Association of Town Clerks is a most valuable testimony to your great
experience and ability, and proves how highly you were esteemed by that
important body.
We must also record that during your office two beloved Sovereigns
passed away—Their late Majesties Queen Victoria and King Edward
VII—and that you were instructed to prepare the Addresses to the
Throne on their demise, and also on the occasion of the accession of
His late Majesty King Edward VII and His present Majesty King
Ceorge V; and that you represented this Borough, with the Mayor
and other Members of the Council, at the presentation of the Addresses
to Their Majesties. We also gratefully acknowledge the ungrudging
and kind assistance rendered by you in connection with the festivities
held in this Borough at the Coronation of both the Kings and Oueens.
The Council expresses its sincere regret in losing your faithful and
valuable services, and assures you that in your well-earned retirement
you will take with you the highest esteem and respect not onlv of every
member of the Council, but also of every ratepayer in this Borough, and
we give expression to the earnest hope that Mrs. Hills and yourself will
be spared with The Almighty's blessing for the peaceful enjoyment of
many years to come.
Sealed by Order, this 24th day of April, 1912.

Mayor. (L.S.)
