23rd September, 1911.
The Public Health Committee after further consideration
reported again to the Council on the 15th November as follows
"(1.) We have further considered the subject of the proposed
establishment of a dispensary for the treatment of persons suffering
from Tuberculosis, and we have again had under consideration
the Order of the Local Government Board, dated 22nd March,
1911, extending the compulsory notification of Pulmonary Tuberculosis
to cases occurring amongst in-patients or out-patients at
certain classes of hospitals or other similar institutions for the
treatment of the sick. The letter of the Local Government Board
accompanying the Order pointed out that Councils are empowered
to provide hospitals for the treatment of Pulmonary Tuberculosis,
and stated that the Board is advised that this power extends to
the provision of dispensaries or hospitals for the treatment of outpatients.
"(2.) After careful enquiry and full reconsideration of the
proposals submitted to the Council on the 4th October, and after
.reading the latest report on the dispensary which is now being
carried on at Portsmouth, we have to report that in our judgment
the scheme recommended by us is at the present time sufficient.
