Having now sufficiently discussed recent legislation, and tlie
consequent important changes which will be involved, I will proceed
to the consideration of the details of the usual testings made during
the year ended March 31st, 1912.
Usual Tests made during 1911-12.
Table I. shows the average illuminating power for each month
Illuminating
Power.
of the annual period, viz., from April, 1911, to March,
1912. From this table it will be seen that the total
average for the year ended 31st March, 1912, was 15.1 candles, the
minimum being 147 (April and November, 1911, and February,
1912), the maximum being I5.5 (July, 1911).
Table III. shows the curve representing weekly variations
during the same period, with a minimum weekly average of 14.1
(February, 1912), and a maximum weekly average of 16.1 (September,
1911). In no case has the illuminating power been below 14-0
candles, the statutory limit. The general average is somewhat
higher than during the last three years, but, as will be seen from the
curve in Table III., there has also been some considerable
fluctuation.
As noted under "Recent Legislation " in the foregoing pages,
Calorific
Power.
caionnc power tests for lniormation were commenced
in September, 1911. During September
the results obtained were not very satisfactory, and were partly,
without doubt, due to some defects in the calorimeter, newly set
up at the time, and which had not been thoroughly adjusted.
From October, 1911, to March, 1912, fairly even results were obtained,
as will be seen from Table I., in which the monthly averages are
shown, and from Table III., which shows the curve of the weekly
averages of calorific power determinations.
From an inspection of Table I. it will be noted that the general
average for the six months ended 31st March, 1912, was 1347 gross
calories and 120.9 net, with a maximum monthly average of 136.4
