95. Copies were forwarded to the Lord Mayor of London,
the City Corporation, the London County Council, the Metropolitan
Borough Councils, and the representatives of the Borough upon the
County Council, with a request that they would support the views
of the Council. Four of the Borough Councils expressed agreement
with the views of the report, and a number were in favour of the
principle of the scheme. The suggestions of the Council were also
favourably received by the Master Decorators' Association and the
London Institute of Builders, who adopted reports on the lines of
the Council's scheme. A Committee of the County Council considered
the resolutions, and stated in reply, that whilst fully
sympathising with the object in view, the Committee regretted
they were unable to make any recommendations to the County
Council in the matter, as the Council had no legal power to pay
apprenticeship premiums as suggested.
Central Schools.
96. The Council approved generally of a scheme proposed
by the London County Council for the establishment
as part of the elementary school system of
London of a series of Higher Schools, to be termed " Central
Schools," which would give their pupils a definite bias towards
some kind of industrial or commercial work, and would take the
place of the existing higher elementary and higher grade schools.
The curriculum of each school is to be determined with a view to
meeting the needs of the district, the pupils between 11 and 12
years of age, being selected from surrounding schools. It is proposed
to have a separate body of Managers for each Central School,
consisting of eight persons appointed by the Borough Council
and four by the County Council.
