Thomas
Martyn's
Foundation.
13. In February, 1911, the Council considered the draft
scheme of the Board of Education in the matter
of Thomas Martyn's Foundation (otherwise the
Watermen's School) at Putney.
The draft scheme provided that the Governing Body of the
Foundation was to consist of two representative Governors
appointed by the London County Council, two by the Borough
Council, and one by licensed watermen of Putney, and five cooptative
Governors being residents of Putney. The first cooptative
Governors, nine in number, were named in the scheme
and were to be appointed for life. Representative Governors
were to hold office for three years and co-optative Governors
(except those named in the scheme) for 5 years. The present
school was to be closed and the mistress pensioned at the rate
of £50 per annum. A portion of the income was to be applied
in clothing Junior Foundationers (not exceeding 30) resident in
Putney, Wandsworth, Fulham, and Barnes, and being children
of licensed watermen attending any public elementary school or
other school approved by the Governors; and the residue of the
income was to be applied in assisting Senior Foundationers to
continue their education by means of apprenticeships or other
modes of technical or industrial education. The gross yearly
income of the Foundation is at present £411 14s. 8d.
This Council approved of the proposed scheme, and the Board
of Education were so informed.
