32. In February last the Council considered a letter from the
Chairman of the Territorial Force Association,
County of London, asking- for the co-operation of
the Council in the endeavour of the association to raise 28,000
men in the County for the Force. A Committee, consisting of the
Mayor, Aldermen Anderson and Lorden, and Councillor Sir
Frederick Lance, was appointed to deal with the matter. A public
meeting was held at the Wandsworth Town Hall on the 16th
March, at which the Mayor presided, and other meetings were
held in different parts of the Borough with the view of increasing:
the Territorial Force in London.

33. The Council has on several occasions considered the subJect
of the desirability of the promotion of a Bill to
provide for the superannuation of its officers and
servants. The Superannuation Allowances Act, 1866, authorized
the Council to grant superannuation allowances to its officers
without contributions from the officers, and it had been the practice
of the Council and its predecessor, the late Wandsworth
District Board of Works, to grant such allowances upon the scale
set out in the Act. The Council also granted superannuation
allowances to its workmen in accordance with a scale adopted in
1902. It was, however, doubtful whether the Council had power
to superannuate workmen. Seven of the Metropolitan Borough
Councils had obtained Acts of Parliament for the superannuation
of their officers and servants and, having considered those Acts,
this Council decided to promote a Bill in the same terms as the
St. Marylebone Act, with any necessary modifications. The Bill
was accordingly introduced in the Session of 1909, and received
the Royal Assent on the 25th May last. The Act comes into force
on the 31st March next, and steps are being taken by the Council
to bring it into operation. The principal provisions of the Act
are :—
