26. Alderman Robinson and Councillors Sir Frederick Lance
Motor and Taylor were appointed this Council's RepresenOmnibuses.
tatives to attend a Conference convened by the
Poplar Borough Council to consider the subject of the excessive
speed at which motor omnibuses are driven in the Metropolis. The
following" resolutions were passed, viz. :—
1. That, having regard to the conditions of street traffic in London
and the many accidents that have occurred, due to the speed at which
motor omnibuses arc driven, this Conference is of opinion that in the interests
of the safety of the public it is necessary the speed of motor omnibuses
should be further limited in the London area. The Conference therefore
urges the Local Government Board to amend Articles IV. of the
Heavy Motor Car Order, 1904, so as to restrict the maximum speed of
motor omnibuses within the County of London, outside the four-miles
radius to 10 miles per hour, and within the four-miles radius to eight miles
per hour.
2. That, in the opinion of this Conference, the maximum speed of
motor cars passing through the County of London should be restricted to
15 miles per hour, and that representations be made to the Local Government
Board to this effect.
3. That representations be made to the Home Secretary and the Chief
•Commissioner of Police, as follows, viz. :—
(a) That, in the opinion of this Conference, it is desirable the
Chief Commissioner of Police should be empowered to require,
as a condition of the issue of a license for a motor omnibus
or motor cab, the provision of a speed indicator of approved
design.
(b) That the various Motor Omnibus Companies should be compelled
to adopt effective mud guards to remedy the intolerable
nuisance to which pedestrians, and residents on the frontages,
are subjected through the mud thrown up by the wheels of
motor omnibuses in wet weather.
27. This Council decided to support resolution 3 (a), and
made no order with reference to the others.
28. This Council considered a report of the Local Government
Representation Records and Museums Committee of the London
on County Council as to what steps can be taken to
re-adjust the representations of County Electoral areas in London
in order to remove the present inequalities of representation under
which areas differing greatly in population and electorate return
the same number of representatives. The report recommended
